He was raised in the Town of Clinton. Harold and his wife Ellen (Murphy) reside in Clinton with their four children Harrison, Tiernan, Clare and Eamon.

Harold attended Assumption College in Worcester concentrating his studies on Political Science and earning the degree of Bachelor of Arts in 1982. In 1991 he received his Juris Doctor from Suffolk University School of Law in Boston. During his time at Suffolk, Harold attended Notre Dame Law School in London, England studying International Human Rights, European Law and Soviet Law.

Harold began his legal career as an Assistant District Attorney in Worcester County serving from 1992 to 1995. Throughout his years with the District Attorney's office Harold prosecuted a wide gamut of cases ranging from vehicular homicide to narcotics trafficking to assault and battery. From 1995 to the present Harold has practiced law in Clinton, MA. The firm concentrates on litigation, criminal defense, local, national and international development issues and government relations.

Harold has been a commentator on the National ‘Fox and Friends’ Morning television show in regards to the Afghanistan War, as well as appearances on Boston television stations WGBH, Fox 25, WBZ-TV Channel 4,and WBZ Radio 1030, WTKK Radio 96.9 and WBUR 90.9 National Public Radio on Legislative, political and Veterans issues and issues related to foreign policy and the Iraq and Afghan wars. Harold has also appeared on NBC’s Today Show in regard to Veteran’s issues.

Harold joined the United States Army Reserve. Harold currently serves as a Major with the Judge Advocate General's Corps. He volunteered for a tour of active duty, serving with Multi-National Force Iraq from September, 2005 until May, 2006. At the end of May, 2012, he returned from an 8 month voluntary deployment to Kandahar, Afghanistan with the 2nd Brigade Combat Team, 4th Infantry Division. Based at Camp Nathan Smith, he worked with Afghan judicial authorities, military and security forces, along with officials from the United Nations, the US Department of State, International Committee of the Red Cross and other entities in establishing a sustainable judicial and law enforcement system in the City of Kandahar and the Kandahar Province in southern Afghanistan, adjacent to the Pakistan border.

Major Naughton currently serves with the Third Legal Operational Detachment and as an adjunct to the Defense Security Cooperation Agency, Defense Institute of International Legal Studies. In this capacity he has traveled to the Democratic Republic of the Congo, advising the Congolese Army on ethics and anti-corruption.

He is an advisory member of the Governor's Commission on Veterans and Military Family Support and a former member of the Democratic National Committee Coordinating Council on Veterans and Military Families. In the early 2000’s, Rep. Naughton accompanied former President Clinton to Northern Ireland in conjunction with the founding of the Enniskillen Peace Center. Additionally, he was an observer at the Saville Investigation Hearings into the “Bloody Sunday” shootings of unarmed civilian civil rights protesters by British troops. In May, 2011, United States Secretary of State Hillary Clinton appointed Representative Naughton to the International Security Advisory Board.

A member of the House of Representatives since 1995, Harold P. Naughton, Jr. currently serves as the Chairman of the Joint Committee on Public Safety and Homeland Security. Harold previously served as Chairman of the Joint Committee on Veterans & Federal Affairs, where he authored and oversaw the passage of landmark legislation greatly expanding the rights and benefits of veterans in the Commonwealth. He was appointed to the Governor's Commission on Corrections Reform. He is the former Chairman of the Judiciary Sub-Committee on Drug Courts and the Supreme Judicial Court Standing Committee on Substance Abuse in the Courts.

In 1980 he was elected to the Clinton Planning Board and served on the board until 1985. He was then elected in 1984 to the Clinton School Committee, holding the position of Chairman from 1986-1987.

Major Naughton’s military awards include the Combat Action Badge, Bronze Star Medal, Meritorious Service Medal, Afghan Campaign Medal with Campaign Star, Iraq Campaign Medal with Campaign Star, Army Commendation Medal (2nd Award), Army Achievement Medal, Army Reserve Components Achievement Medal (2nd Award), National Defense Service Medal, Global War on Terrorism Expeditionary Medal, NATO Medal, Army Service Ribbon, Overseas Service Ribbon, Armed Forces Reserve Medal with M/Device, Military Outstanding Volunteer Service Medal.
